AHA Guideline on the go App merely uses the MANAGE_EXTERNAL_STORAGE permission to ensure the safe and secured usage of the content in the App. App's design files and content files are kept in compressed format in the app's asset storage. These files need to be de-compressed programmatically by using the file storage as temporary storage to transfer the files in the internal storage of the App at the first startup of the App.
App uses the file storage only at the first launch of the App to ensure that users should be able to view the content in the App without any glitches so it covers the core functionality of the App.
App uses the file storage later to save the bookmarks and notes saved against the content in the App. Saved bookmarks and notes facilitate the usage of the App on another device of the users.

For people who need help: turn on airplane mode (turn off all internet/wifi) it should open, then you can turn it back on. For AHA: fix this app. It could be useful but is almost useless as is. An amateur programmer with a free afternoon could fix this so why can't you use your vast resources to hire a professional and get it done? Stop being lazy. Get rid of the auto cloud upload on startup that seems to be your issue. Why am I telling you how to do business?

There is so much information in this app, it's bulky. While that's great when you have time to look through it all, when I need something like the PALS cardiac arrest algorithm in front of me NOW it should be much, much easier to find than this. Even when I click "tool" on the algorithms it doesn't seem to add them to my bookmark page/tools list. What is the purpose of the Tool button??

Would have given it full marks except the app is buggy. The window that makes you select your role and speciality doesn't let you move from there. Occasionally it will allow you to move forward and actually look at the algorithms. The apple version of the app works fine on my iPad, so its disappointing that the playstore version doesn't work. Very disappointing.
