From 2012 work VGS, KING, ICTU and FAMO to development, testing and commissioning of the instrument 'Windows for Operations "for municipalities and other public organizations. It is a tool that allows municipalities, provinces and water gain insight into the performance and functioning of their business compared with other public organizations. It is a diagnostic and learning tool. It helps managers to make their operations transparent and to conduct effective discussions about aspirations, choices and improvement. This makes the instrument from different angles (or "windows"). Different perspectives make Windows uniquely for Operations; it connects all elements of business with each other. For example, the instrument provides added value for managers in investigations and particularly the drafting of improvement steps to smarter management and efficient services.

The instrument for Windows Management does not value judgments. Only the organization itself can give meaning to the outcome of the investigation. When this happens in conversation with MT members and employees, common causes and relationships better to light and it also shows a direct impetus for improvement. Operations for Windows is ideally suited to working with other municipalities to look at issues within the business.
